A Whitepaper is a mandatory MiCA document describing the token, its issuance terms and risks. In Lithuania, Whitepaper notification or authorisation is regulated by the Bank of Lithuania.
MiCA divides crypto-assets into ART (asset-referenced tokens), EMT (e-money tokens) and other crypto-assets.

Conditions for preparing and notifying a Whitepaper in Lithuania
The token must not maintain a stable value. A Whitepaper and notification to the regulator are required. Any EU legal entity may issue.
A token backed by asset reserves with strict stability rules. Requires ART issuer authorisation, asset reserves, and compliance. Only an authorised issuer may issue.
A token pegged to a fiat currency. Requires an EMI/bank, a Whitepaper, and compliance. Only an EMI or credit institution may issue.
